WebA much better way to go about a no vats sniper build is to go with 7 perception, 7 agility, 3 charisma and 3 luck so you can get the perception bobblehead really early, get the sniper perk, have nice AP so you can hold your breath longer, get ninja, rifleman, mister sandman, bloody mess, black widow, and lone wanderer for intense damage. WebLucky gives the highest critical damage and doesn't hurt accuracy, so just stick with Righteous Authority forever. A two shot does more non-critical damage, but accuracy is harmed a lot. Use a reflex sight. Scopes add +30/40/50% AP cost for short/medium/long range, and they don't improve accuracy enough to be worth it.
